This paper is aimed at exploring an interesting question in comparative industrial relations literature; Do labor market institutions matter influencing the variations of industrial conflict? In order to demonstrate the realistic relationship between labor market institutions and industrial conflict, the author utilize comparable correlations analyses by expanding observations from the OECD countries to East Asian cases. With the East Asian cases incorporated into the OECD country samples, the author find that centralized union structure and collective bargaining are not necessary and sufficient condition for industrial peace and labor quiescence. In other words, the results drawn from this paper defy the argument of the traditional institutionalism which has been an intellectual mainstream in the field of industrial relations. |
