This study aims to review Taiwan’s “Internet content rating measures” incepted in April 2004 and abolished in May 2012. During the 8 years when implementing the measures, the local governments met a lot of difficulties and faced a lot of problems in tracing network information sources. Throughout the discussions, we’ll examine the feasible way to enact network security protection after the internet content rating measures are abolished. Hopefully, the results from the study can be referenced by the competent authorities when they make digital media content protection norms in view of the future trend of multimedia and multi-platform digital convergence, so that the public in the digital era can enjoy diversified and rational freedom of speech. The aforementioned difficulties of implementing the rating measures will be illustrated through the actual practices by the Taipei City Government, followed by the discussions of two related issues: the tracing of network domain names and IP addresses, and the controlled use of filter software. It is worth noting that in the digital convergence era, the regulation on and the management of internet accesses become more and more significant. Setting forth integrated content protection norms covering the multimedia and multi-platform arena is an urgent task that requires the government to take a futuristic perspective to plan ahead and enact effectively. |
