我國報紙媒體框架南臺灣地方形象之研究

How National Newspaper Frame the Image of Southern Taiwan?

傳媒可擔負公共領域的角色，促成公民社會發展。媒體充分反映各地特色與事務，對促成公民社會發展與建構社區生活共同體有積極促進作用。當地方新聞充斥扭曲、偏差報導或漠視地方需求，則影響社群意識發展，甚至可能造成城鄉之間的誤解與對立衝突。本研究旨在探究全國性報紙媒體報導南台灣地方公共事務與社區活動的取向與現象，以及分析其可能的影響。本研究抽取國內四家發行量最大的報紙全國新聞版進行內容分析。結果發現國內新聞傳播媒體地方新聞的內容、數量，以警政、司法、犯罪、災禍等「社會新聞」佔最大比例，且其中有相當高的比例是以負面的描述與報導來呈現南台灣的社會印象。此種報導恐將造成「地方新聞社會化」、「地方社會新聞負面化」與「負面地方社會新聞全國化」的結果，以及形塑地方社群的負面「刻板印象」；此種充斥犯罪、自殺、天災、人禍、意外、緋聞、弊端、政爭、派系的報導框架，非但無助於建構「市民自覺」，也不利於凝聚社群意識，而且此種新聞文本的一連串框架的結果，更可能形成其他地區民眾對南台灣社群偏差的「腦中圖像」，造成南北民眾之間的誤解與隔閡。

The function of the media can facilitate rational discourse and debate within the public sphere. Nevertheless, how the national media coverage the local public affairs and activities especially in the southern community in Taiwan? Content analysis was conducted from the four major national newspapers in Taiwan. The study found that the arsenal, criminal, disaster news are among the largest proportion of the local news, and a extremely high percentage of this kind of concerning social problem news to the southern Taiwan was reported negatively. It could lead the local news to social problem news tendency, the local social problem news negative tendency, and the negative local social problem news national tendency. The coverage even shaped the negative stereotype to southern Taiwan community. Media coverage such as accidents, disasters, social problems, scandals, political struggles seems unable to construct citizen awareness and community cohesion. Moreover, the news texts by framing will shape “the pictures in their heads” to the southern Taiwan communities. And the people’s perceptions in the northern Taiwan will be misled by the bias news, so they could misunderstand the southern communities.
