專案負責人能力、專案執行力與專案效益之探討－－以政府專案計畫為例

A Study of Project Leader's Competence, Execution Discipline, and Performance-A Case of Government Projects

政府科技專案與輔導計畫對於帶動國內產業升級與轉型，進而提昇國際競爭優勢的影響頗深。本研究乃針對政府專案計畫為研究標的，探討專案負責人能力、專案執行力與專案效益間的關連性，以做為政府單位後續專案計畫評估之依據。研究中針對政府輔導專案與科技專案進行問卷調查，再針對調查結果進行統計分析。研究結果發現專案負責人的能力對於專案效益最有顯著影響，其中主要的影響構面有專案能力、溝通及談判能力以及管理能力。此外，資源的提供與內控能力亦會影響專案的效益。本研究成果可提供政府部門做為專案管理以及專案評估的理論與實證基礎。

Government projects and subsidy have strong impact on the transformation of the industry and improvement of its international competition. This research investigates the relationship among project leader’s competence, project execution discipline, and project performance with focus on government projects. It is found that, based on the empirical data and accompanied statistical analysis, the projects leader’s competence has significant impact on projects’ performance, resulting higher benefits to the society. Besides, the resources available and governance capability also affect projects’ performance. The findings in this study can be used as basis of the project management and assessment for the government officers.
