Economic Evaluation on Keelung Port's Transition to Cruise Port

澎湖物資進出多半仰賴低成本的海運，除臺華輪外，有四家船舶運送業提供雜貨運送，經營的船舶均為雜貨船或半貨櫃船。而物流業及郵局與船舶運送業簽約，協定運送事宜，讓交寄的貨物與郵件得以往返臺灣、澎湖兩地。本研究即探討澎湖海上貨物運送現況及責任，包括：澎湖的船舶運送業、物流業、郵局的託運流程以及貨損責任等問題，並對澎湖海上貨物運送提出建議。

In Penghu, imported and exported goods are mainly transported by low-cost shipping companies. There are currently Tai-Hwa Liner and the other four carriers that provide mail and general cargo freight services between Penghu and Taiwan. Both logistics service providers and the post office have signed agreements with these shipping carriers. This study reviews the status quo of Penghu's maritime cargo transport market and investigates the liabilities these carriers bear. The shipping processes and cargo liabilities of shipping carrier, logistics provider, and the post office in Penghu are addressed. The recommendations on Penghu's maritime cargo transport are then provided.
