During the last few years, for junior college/college of technology upgrading to technical college/university, higher technological and vocational education in Taiwan has been substantially developed. Although it fully satisfies the educational need of general public, it creates the dilemma of quality/quantity unbalance. The purpose of this paper is to explore the backgrounds, the formation of upgrading regulations, and the operation of school organizations of higher technological and vocational education system reform. The study reveals the mission of system reform to help country and education organizations match the legitimacy, analyzes the interaction of political, economic, and social powers in the process, and raises reflections for the meanings and problems of the education system reform. Lastly, the study is hopefully to be worthy reference in the stipulation and implementation of educational policies. |
