澎湖縣無障礙旅遊交通運輸及環境設施之研究

A Study of Transportation Services and Support Facilities for Accessible Tourism in Penghu County

臺灣面臨高齡化社會的人口結構，身心障礙者人數也逐年上升，衍生出新型態旅遊模式，稱為「無障礙旅遊」，聯合國於2006 年通過「身心障礙者權利公約」，並於2008 年正式生效，促進「無障礙旅遊」的發展。澎湖縣發展觀光是其主要特色之一，交通便利與景點設施，為影響旅客前往的主要因素，本研究探討澎湖縣身心障礙旅客的交通運輸服務現況，包括：海運、空運及澎湖本地的陸運交通運輸，並實地走訪及探討澎湖本島各旅遊景點、旅館、餐廳、店家等，最後，本研究規劃澎湖無障礙旅遊路線，以及檢討無障礙旅遊環境並提出改善的建議。

Taiwan has become an aging society and people with disabilities are increasing. A new type of travel called accessible tourism (or barrier-free travel) has been developed. The United Nations“Convention on the Rights of Persons with Disabilities＂, which was enacted in 2006 and implemented in 2008, promotes the development of accessible tourism. Developing tourism has been one of the major characteristics in Penghu County. Convenient transportation and facilities for scenic attractions are major factors influencing tourists to visit. This paper addresses the current status of transportation services for disabled tourists in Penghu, including sea, air, and land transportation. Scenic spots, hotels, restaurants, and shops are examined to support the facilities for disabled tourists and several accessible tourism routes are proposed. Finally, the suggestions of improving accessible tourism are provided.
