Keelung Port faces keen competition from its neighboring ports, including Taipei Port, and those Mainland China ports, such as Xiamen. Also, the industrial structure in Taiwan has been gradually transformed to high-technical industry. This means that the cargo volume would rapidly decrease although cargo value is increasing. Under such circumstances, Keelung City encounters certain challenges because local shipping industries, such as shipping agents, customs clearance, stevedoring, inland container depots, warehousing and inland haulage, etc. lack sufficient operational income to support the City's prosperity. This study at first undertakes literature reviews, including those examples of port cities in Kaohsiung, London and Baltimore, the changes of operational environments around Keelung City, and those key infrastructure projects relating to Keelung Port and Keelung City, aiming to explore relevant issues to common development of Keelung Port and Keelung City, including cooperation strategies, integration strategies, market exploration strategies, development of passenger transport, cruise, and ferry business, and the improvement of inter-city and intra-city transportation system, etc. This study also conducts certain analyses in order to reach suggestions for developing coordinating strategies for common benefits of the Port and the City. They include the strategies for developing passenger transport, cruise and ferry shipping, as well as the creation of cargo volume. For reaching proper conclusions for this study, it also adopts expert interviews to check if the three key issues are feasible or not. They are: (1) Keelung Port's cevelopment strategies; (2) Keelung Port and City's coordinative strategies; and (3) Keelung Port and City's collaborative development strategies. This Study aims to provide reference either to Keelung City and Keelung Port for future policy making and implementation. |
