歐盟建置安全的駛上駛下型船舶之網路系統架構研究——歐洲駛上駛下型渡輪的安全性設計之整合規畫方法

在過去十餘年間，經由「安全性的設計(Design for Safety) 」的主要議題，一種有關安全性文化的研究方法(Safety Culture Approach) 已持續不斷提振推展其目的係著眼將安全性的相關沿生費用成本(Safety Cost) ，有效整合納入於船舶 設計流，程(Ship Design Process)中。在這些年間，有關安全性的首要考量領域(Safety-critical Areas) 之許多研究開發工作，業已累積數量可觀的資料成果。在這些研究及開發工作(Research and Development Work) 的主要項目之一，即係確保安全性概念能深植於船舶設計過程內，並且持續追求提昇，以改善現今海事安全事務的狀況。藉由倡導「安全性的設計」概念作業方向的跨步邁出前進，雖然起步稍嫌緩慢，卻是步履穩健，該作業方法被認為能夠對海洋運輸的安全性，作出全面成本有效性的改善提昇貢獻，同時，灌注撫育此一海運領域中合宜營運作業的演化進步。基於前述環境背景下，本論文試圖對過往十年間的相關研究發展計畫工作，進行一全面性徹底的綜合說明。並且特別強調的重點發展工作包括有部份關於「歐盟駛上駛下船的安全性計畫主題網路架構」(Thematic Network SAFER EURORO) 及相關研究計畫等活動項目，其業已引領現今重大研究工作動機的開展，至於當前最主要的創新研究發展工作即為「SAFEDOR 整合計畫」，其亦被期待在未來數年間，能夠領導於「船舶安全性的設計」領域的研究發展工作。

For more than a decade, a marine safety approach has been emphasized through the scheme of Design for Safety, which aims at integrating safety cost effectively in the ship design process. There is the most valuable of information accumulated over recent years of research and development efforts on safety-oriented areas. One of principal elements of these research and development work is secured safety culture within ship design process, in the endless search for improving current states of relevant activities. Through courageous steps in the direction advocated by Design for Safety, it is slowly but steadily being recognized that this approach could contribute to the whole cost-effective improvement of safety in shipping while cultivating the evolution of comfortable practice in the field. Based on technological background, the paper carries out a comprehensive overview of relevant research and development work over the past decade. Particular emphasis is concentrated on the developments that have taken place as part of the activities of the Thematic Network SAFER EURORO and associated projects, which have led to the development of recent principal research initiatives, the Integrated Project SAFEDOR, which is expected to lead research development in these aspects for the next decades.
