高雄港船舶交通服務系統之效益評估與分析

A Research on Evaluation and Analysis of Benefit of Kaohsing VTS

船舶交通服務為海上交通安全系統之重要一環。為增進港口效益及提昇國際聲譽，高雄港自2002年2月開始實施船舶交通服務後，對於增進船舶交通安全及改善港區船舶通行效率，特別是大型船舶，確有進步。本文就其實施後之效益，分別在安全性及效率性予以評估與分析，獲致滿意結果，其評估模式與分析結果亦可作為相關領域之研究參考。

Vessel Traffic Service (VTS) is major part of marine traffic safety system. For purpose of improving harbor operation benefit and promoting worldwide reputation, Kao-Hsing harbor authority has implemented VTS system since 2002. It is fact that VTS provides vessel safe navigation in harbor area and raising the in / out bound traffic efficiency, particularly in huge ship. The paper by applying suitable model, propose to make evaluation and analysis of benefit of Kao-Hsing VTS. In relation to safety and passage efficiency. The result is acceptable and satisfied, and the conclusion could be applied to the party concerned in the field.
