In this paper, we review the historical processes of Taiwan' judicial reform since democratization and criticize its achievement and limit. We first describe lawyers', judges' and prosecutors' reforms. There are several characteristics in Taiwan's judicial reforms. The reform participants came from the bottom of the judiciary. Politicians rarely participated in the reform movements. The reform movements of different judicial branches did not have much dialogues and cooperation. Judicial independence has made great progresses. The issue of judiciary's democratic accountability was ignored. |
