NGOs and Human Rights in Taiwan: Strategies and Challenges

近年來隨著台灣民主化的開展，公民社會也愈來愈蓬勃發展，非政府組織作為公民社會的一部分，扮演了一般民間社團無法取代的角色，對於人權的發展有特殊的貢獻。本研究的目的是要針對一些過去研究尚未涵蓋的問題提出解答，這些問題則包括了下列三個面向：第一，國內的人權非政府組織在提倡人權時，所扮演的角色以及所採取的策略與具體的執行手段為何？第二，國內的人權非政府組織在提倡人權的執行層面上，有那些改進的空間？第三，台灣官方努力促進非政府組織的發展，雖然其結果加速了保障人權的行動與效率，但在這些發展的背後，又隱藏著那些對台灣人權和非政府組織發展的挑戰？

The purpose of this paper is to answer three questions not covered by the previous studies. First, what roles do Taiwanese NGOs play and what strategies do they take in advocating human rights? Second, what are the challenges Taiwanese NGOs have encountered in advocating human rights? And third, behind the Taiwanese government's enthusiasm for human rights, what are the factors unfavorable to the development of NGOs as well as human rights?
