臺灣國家淨零策略發布1個月內，行政院迅速通過政院版氣候變遷因應法草案。該草案到底有無辦法強化相關既有溫管法，讓臺灣朝向淨零的方向邁進。分析重點在於是否有將《淨零策略》所設定的關鍵科技與議題納入考量？另外也將以環保署2020年4月署長報告之扣除調適之三大改革方向，作為分析之重點，並探討政院版草案到底有無妥善呼應三大方向，並提升減碳之能量？ |
| 英文摘要 |
Taiwan government officially announced the 2050 net zero roadmap and ambition in March this year (2022). After such announcement, the legal response, ie., the Draft Climate Change Bill of 2022, to revise the existing Greenhouse Gas Reduction and Management Act of 2015 has been quickly adopted by the cabinet and submitted to be deliberated in the parliament within one month timeframe.
The main purpose of this article is to investigate into the effectiveness of this Bill in helping Taiwan to achieving net zero emission. Special attention will be paid to evaluate whether such bill considers the needs of key novel emission reduction technologies on this 2050 roadmap. |
