On the basis of a three-dimension empirical research on cyber economic crime involving mass stakeholders in Xiamen city, Fujian province, this paper analyzes the overall situation, development trend and formation causes of the current cyber economic crime involving mass stakeholders. It introduces Xiamen’s experience and exploration in adopting comprehensive measures to control cyber economic crimes, presents and reflects on the specific operating principles of adopting the Financial Risk Prevention and Warning Platform for technical prevention. Social prevention and control through various levels including government, industry and individual, as well as the comprehensive management through “double-track system” of administration law and criminal law, are also analyzed and evaluated. |
