Now China is suffering realistic danger and urgent threats of terrorism activities. Terrorism activities happen more and more frequently throughout the world, while domestic and abroad terrorists have a closer collusion than before. Accordingly, domestic terrorism activities bring increasing threats and harm to the public. Therefore, the Anti- terrorism Law (Draft) (hereinafter referred to as ATLD) is now in preparation of legislation to provide legal basis for the future anti-terrorism activities. In the meantime, the Ninth Amendment to the Criminal Law (the Ninth Amendment) perfects the terrorism crime charges system to make it systematic according to characteristics and emerging cases of current terrorism activities and terrorism crimes. It provides a new legal basis for the punishment of terrorism crimes. |
