中文摘要 | 違反工程倫理是台灣所面臨最嚴重專業實務的議題之一,台灣營建工程因不動產房價飆漲迫使倫理違反事件頻繁地發生。大部份建商從房屋興建獲取顯著的利潤,營建承包商也從房屋建造獲取利潤。然而許多房屋建築未符合國家建築規範且很可能有破壞之虞。有些政府公務員或司法官員接受建商的賄賂,故違反法規情事被忽視。雖然很難去發現這種行賄的證據,但民眾知道這些問題已存在許久。為了減低工程醜聞的可能性,工程倫理在朝陽科技大學開授。本文對工程倫理教育成效深入調查與證實,在課程開始前及課程結束後用問卷調查法來確認大學生是否已瞭解工程倫理的重要。研究結果證實教育成效良好,今後期望加強工程倫理教育將幫助專業的執業者顯著地減低台灣營建產業之貪腐。 |
英文摘要 | The violation of engineering ethics is one of the most serious professional practice issues facing Taiwan. Ethical violations occur frequently in construction engineering and are in part driven by the increased prices for real estate in Taiwan. Most general contractors make significant profits from building construction. Subcontractors also make profits from construction of buildings. However, some buildings that are constructed do not meet national building standards and could be prone to failure. Some government officials or judges have accepted bribes from contractors so that their violations are ignored. Although it is hard to find evidence of bribes of this sort, the public is aware that these problems have existed for a long time. In order to reduce the potential for engineering scandals, engineering ethics are taught at Chaoyang University of Technology. Educational effects on engineering ethics have been investigated and verified. Questionnaires were used before and after taking an ethics course to determine whether undergraduates realized the importance of engineering ethics. The results confirm the effectiveness of a good education. It is expected that increasing education on the subject of engineering ethics will help professional practitioners reduce corruption dramatically within the construction industry in Taiwan. |
