WTO Agreement on Investment Facilitation for Development: Dilemmas and Challenges in the Development of International Investment Agreements

投資便捷化協定擬藉由提高透明度、可預測性與簡化行政程序以提高效率，同時加強各國之協調與促進國際合作。其目標在於促進投資有效流動以獲取最大利益，俾利開發中國家與低度開發國家招商引資，以期達成永續發展之目標。惟該協定目前面臨最大之挑戰，在於未來能否納入WTO規則體系。

The Agreement on Investment Facilitation for Development intends to improve efficiency by increasing transparency, predictability and simplifying administrative procedures, while strengthening coordination among countries and promoting international cooperation. It aims to promote the effective flow of investment to obtain maximum benefits, so as to facilitate the attraction of investment by developing countries and least developed countries, in order to achieve the goal of sustainable development. However, the biggest challenge facing the Agreement is whether it can be incorporated into the WTO rulebook in the future.
