The study aims to explore the competency connotation of political warfare junior officers and to establish and validate the competency categories. From the perspective of work experience of junior officer, qualitative analysis of behavior event interviews and quantitative analysis of questionnaires are conducted. In Study 1, seven officers were interviewed to generate 149 items on the competency connotation of political warfare junior officers, classified into 5 categories. In Study 2, subject matter experts retained 121 items in 33 sub-categories, and 98 political warfare junior officers responded to the questionnaire to validate the items and categories. The results show all 121 items contain a competency meaning that affects the performance of junior officers. Factor analysis were performed to merge 33 sub-categories into 17.
