On the New Ways for Stimulating Constitution Supervision in China

憲法條文規定的不夠具體、憲法學研究方法及憲法學人的不足、公民憲法監督意識缺位、政治歷史傳統原因、現代法治來臨較晚等，是憲法監督未能夠健全落實的原因。憲法監督的落實仍需要借鑑輿論學、傳播學、政治憲法學的思想方法。憲法監督的落實不是「能不能」和「怎麼監督」的問題，更多是「如何真正開始」的問題。憲法監督夯實的方法為：憲法學者從政、公民輿論的勃興、各新聞媒體期刊編輯的擔當等，以為憲法監督落實提供輿論、動力和支援。

Some reasons for the failure of constitutional supervision are: the research methods of constitutional science, the possible inadequacy of constitutional scholars, the lack of awareness of constitutional supervision, political history, and the late arrival of modern rule of law. In the new era, the implementation of constitutional supervision still needs to learn from the methods of public opinion, communication and political constitution. The implementation of constitutional supervision is not a question about competence and how to supervise, it is more a question of how to really start. The supplementary methods of constitutional supervision and implementation are: law scholars as president, the rise of public opinion, the role of editors of various news media and journal provide motivation and support for constitutional supervision and implementation.
