空拍正射影像輔助原民土地使用分區更正－－以桃園市復興區哈嘎灣部落為例

Correction of Land Use Zone Using UAS Orthoimages-A Case Study for Hakawan Tribe in Fuxing District, Taoyuan

為實現原鄉地區居住正義，行政院原住民族委員會訂定「原鄉地區非都市土地使用分區及使用地更正編定計畫」，由直轄市、縣（市）政府主動辦理非都市土地之原鄉部落使用分區更正為鄉村區及使用地類別更正為乙種建築用地等適當用地，恢復原民部落既有土地合法使用之權利，維護當地生活機能完整性及既有巷道之交通使用功能。惟原住民族所在之地區多為山區，本研究案於桃園市復興區哈嘎灣部落以UAV航拍取得真正射影像，其影像上現況點點位坐標成果經與地面現況測量比較後，符合地籍測量實施規則相關規定，建議得應用至其他原鄉部落使用分區更正作業。

In order to realize the justice of living in the original rural area, the Indigenous Peoples Committee of the Executive Yuan formulated the ''Non-urban Land Use Zoning and Land Use Correction Plan in the Original Rural Area'', and the municipal and county (city) governments take the initiative to handle the originality of non-urban land. The zoning of the use of the township and tribe is corrected to a rural area and the type of land used is corrected to the appropriate land use such as construction land, to restore the legal use of the existing land of the aboriginal tribe, and to maintain the integrity of the local life function and the traffic use function of the existing roadway.
However, most of the areas where the indigenous peoples are located are mountainous areas. In this study, the Hakawan tribe in Fuxing District, Taoyuan City used UAV aerial photography to obtain orthophotos. The results of the spatial point coordinates were verified by the ground conditions and conformed to the cadastral. The relevant provisions of the measurement implementation rules are recommended to be applied to other original tribes to land use zone corrections.
