The second phase of the social safety network plan (2021-2025) specifically highlights the need to strengthen forensic mental health services to facilitate the assessment and treatment of mentally ill offenders, and clearly mentions the goals of setting up forensic psychiatric wards and hospital to implement diversion evaluation and treatment. The custodial disposition of mentally ill offenders in forensic psychiatric hospital/wards represent a new model in Taiwan. In addition to referring to the literature and development experience of advanced countries, this model requires alignment with the Taiwan's legal framework, mental health care system, and community support system.
