In 2020, Taiwan launched the “International Education White Paper 2.0 for Elementary and Secondary Schools” to align with international standards and foster international connections. This white paper aims to cultivate global citizens, promote educational internationalization, and expand global exchanges. It seeks to build on the achievements of International Education 1.0 and further advance international education initiatives. However, since the implementation of international education policies in 2011, Taiwan has faced ongoing challenges such as insufficient teacher participation, low policy implementation rates across schools, and limited integration of international education into the curriculum. This paper introduces the goals and content of global citizenship education as proposed by international organizations, along with the concepts and classifications of global citizenship education, and its implementation in various regions. It also examines global citizenship education policy orientations in different regions, including Taiwan. Furthermore, from the perspectives of new institutionalism and teacher professional development, the paper explores the obstacles Taiwan faces in promoting school-based international education curriculum and teaching. It emphasizes the need to focus on pragmatic legitimacy, develop balanced international education curriculum resources covering qualification, socialization, and subjectification, and integrate educational research findings. These efforts aim to deliver relevant and actionable professional development for teachers, thus advancing international education effectively. |
