「健康人權教育網」在離島的應用與展望

Health and Human Rights Education Website: The Application and Prospect in the Offshore Islands

健康是基本人權，但健康的維護是靠自己，有問題才求助醫療。基於「建立機制」、「因地制宜」與「永續經營」三個核心理念，衛生署（現升格為衛生福利部）在2000年開始設置離島「社區健康營造中心」。中心經理人培養「社區天使」，使用「健康人權教育網」，有效地推廣預防保健、疾病早期發現、早期治療，避免失能等重要健康議題。「健康人權教育網」可以在離島社區中廣泛、規律的施測，節省時間、人力與物力。網站的內容可因應社區的成長與國家需要，與時俱進。各離島「社區健康營造中心」持續使用「健康人權教育網」，作為建構離島民眾自主健康管理的主要工具，是促成「永續經營」的重要關鍵。未來期能透過網路，跨越距離，繼續推廣「健康人權教育網」，讓全民享有健康平權。

The right to health is a fundamental human right. Health maintenance is a personal responsibility, and medical services should be made available for the treatment of all medical conditions. Aiming to build systems, localize strategies, and consistent operations, the Department of Health of the Executive Yuan (currently the Ministry of Health and Welfare) has operated offshore centers for community health building since 2000. Through“community angels”and the“Health and Human Rights Education Websites”, the managers of all offshore centers for community health building can efficiently promote community health, manage early detection and intervention programs, and prevent various morbidity-related disabilities. The“Health and Human Rights Education Websites”functions pervasively, constantly, and economically among offshore island communities. Its content is updated regularly on the request of communities or our government authorities. By persistently promoting the website among offshore islands, the centers for community health building use this instrument to help communities manage personal health. Thus, this website is instrumental in helping the Department provide“consistent operations”to build and maintain community health in offshore islands. In the future, we plan to promote the“Health and Human Rights Education Websites”country-wide over the Internet in order to assure health equity in Taiwan.
