因應大疫情時代跨部會資源整合建置之集中檢疫所－－以衛福部旗山醫院設置經驗為例

Cross-department Resources Were Integrated to Build a Government Quarantine Facility, in Response to the Epidemic Era-Taking the Experience of Setting up Cishan Hospital of the Ministry of Health and Welfare as an Example

燕巢檢疫所因應新型冠狀肺炎COVID-19於2020年5月15日正式啟用，過程中由衛生福利部附屬醫療及社會福利機構管理會、國防部全民防衛動員署南區後備指揮部及內政部警政署保安警察第五總隊於2020年4月22日共同會勘後決議徵用，歷時2週整修改建完竣後正式納入防疫徵用行列。透過跨部會資源整合成立之集中檢疫所，由指揮官統籌調度所內之衛生組、安全組及後勤組，防疫任務依本所製訂之「檢疫所照護工作手冊」由衛政、軍方及警政單位相關配合，合作無間。為落實防疫政策，從檢疫者入住前即與勞動部配合進行相關檢疫者入住檢疫所之相關文宣說明的翻譯等前置準備作業、並遵守下述規定：「入住中相關照護準則」、「後送就醫及採檢流程」、「解除隔離之作業流程」及「中央疫情指揮中心之不交叉原則所進行動線規劃」。徵用過程中主要協助收容第一、三、四、七類須檢疫隔離之個案，徵用期間共計收住2,046人，編組任務直至疫情緩和後於2022年12月1日正式解除徵用。徵用期間內入住之檢疫者無交叉感染事件，亦無感染死亡案例，圓滿達成國家所託之防疫重任。

Yanchao Quarantine Center was officially opened on May 15, 2020 in response to the new coronavirus COVID-19 coming. The commander coordinates the health team, safety team and logistics team in the center. The epidemic prevention tasks are carried out by the health, military and police in accordance with the ''Quarantine Center Care Work Manual'' formulated by the agency. In order to implement the epidemic prevention policy, we have cooperated with the Ministry of Labor to carry out preparatory work such as translation of relevant documents and instructions for the quarantined persons to stay in the quarantine facility before they move in, and comply with the following regulations as: ''Related Care Guidelines During Move-in'' During Move-in Relevant care guidelines. During the requisition process, it mainly assisted in housing the first, third, fourth and seventh categories of cases requiring quarantine and isolation. During the requisition period, a total of 2,046 people were accommodated. The requisition was officially lifted on December 1, 2022 after the epidemic situation eased. During the requisition period, there were no cross-infection incidents and no deaths due to infection among the quarantined residents, successfully fulfilling the important task of epidemic prevention entrusted by the country.
