The U.S.-Taiwan Initiative on 21st Century Trade is the key to strengthening and deepening trade relations between Taiwan and the United States. This article focuses on the trade and environment aspects that are currently under negotiation. This article uses the USMCA and the Indo-Pacific Economic Framework as references, and the trade and environment chapter of Agreement between New Zealand and the Separate Customs Territory of Taiwan, Penghu, Kinmen, and Matsu on Economic Cooperation as references. Finally, it analyzes the key points of the environment chapter in the second phase of negotiations announced by the US in April 2024, in order to think about the negotiation items and negotiation considerations that may be included in the future US-Taiwan trade and environment negotiations. The latest negotiation directions, including the promotion of green enterprises, green jobs and economic decarbonization, as well as how to jointly promote environmental protection issues such as natural resource conservation, are all worthy of continued observation and attention. |
