Since the concept of the learning city has been promoted by communities around the globe, many cities have integrated resources through the government policy to encourage organizational learning and entrepreneurial activities within a region, in order for the sustainable development of the economy in a region or city. With this trend, Taiwan has launched“The National Learning City Pilot Project”since 2015, aiming to build up ideal leaning cities in Taiwan. In this project, Keelung City is one of the benchmark cities since it emphasizes the stimulation of its local economy on the basis of regional resources. Therefore, this study intends to conduct a case study of Keelung City and explores how it stimulates innovation and entrepreneurial activities through its learning city program. The result shows that the learning city program in Keelung City follows the governmental policy as the guidance for its development of local innovation system. This turns its learning city program into an“entrepreneurial learning city”and Keelung can be a benchmark for other cities who also intend to launch similar programs. |
