When open prison was first established in Taiwan, it was used to make good use of the labor force in prisons to invest in public construction and assist industrial development in surrounding areas. Later, with social changes and transform in correctional strategies, open prisons were given more intermediate treatment functions. However, in comparison, many countries have provided various types of intermediate treatment in recent years. Open prison is just one of them, and drug and alcohol addicts may not necessarily be imprisoned in prison. In order to clarify the core functions of open prison in Taiwan and whether they fit with the actual treatment content, this study conducted literature review, in-depth interviews with 19 front-line open prison practitioners, and held two focus group discussions with a total of 16 experts and scholars. This study found that compared with foreign countries with similar systems of open prison, the operation of open prison in Taiwan has good efficiency. From the analysis of empirical data of this research, there are mainly four research findings: 1.Most interviewees believe that open prison only represents a form of intermediate treatment; 2.The actual function of open prison is to provide individual treatment to prisoners who need occupational treatment; 3.The main goal of the treatment is to cultivate the prisoner's self-control ability and hard-working habit; 4.Open prison is more suitable for outside prison independent work program. Based on research findings, this study puts forward the following suggestions for reference by relevant agencies: 1.The subjects of open prison should be mainly those who can accept occupational treatment; 2.The Ministry of Health and Welfare should continue to assist in providing treatment resources; 3.Government should develop more intermediate treatment measures; and 4. The treatment of drug and alcohol addiction should be combined with medical institutions and focus on community treatment. |
