Two years ago, I wrote an article arguing for a federal system for China. In that article, I refer to a series of conferences and informal meetings by a group of intellectuals from China, Taiwan, Hong Kong and the United States in Hawaii and UC Berkeley, from 1993–1995, the purposes being to draft a federal constitution and a bill of rights. The reaction to what they had achieved was highly favorable. In this article, I enlarge and extend my previous discussion to include Tibet, Xinjiang, Inner Mongolia, and Hong Kong, emphasizing individual rights and equality and peace among all national groups. |
