The construction of various reform pilot areas in our country involves a large number of rule of law issues, which can be analyzed from the dimension of ''breaking the old and establishing the new''. As the Free Trade Area is a typical representative of reform pilot areas, its system practice involves the common problems of various reform pilot areas, so it is necessary to focus on the Free Trade Area as an example, on the one hand, from the perspective of ''breaking the old'', to analyze the authorized decision of the national legislature to adjust the application of law in the Free Trade Area and its existing rule of law issues; On the other hand, from the perspective of ''establishing the new'', combined with the goal of institutional innovation and multilevel exploration of Free Trade Area, it reveals its impact on the dynamic unification of the rule of law. The above - mentioned breaking the old and establishing the new is the basic path for the construction of the rule of law in various reform pilot areas.
