As an important extension of the idea of a community with a shared future for mankind, the concept of a data security community has five dimensions, and should play its theoretical guiding role in the construction of data rules under ''the Belt and Road'' initiative. There is still a gap between the current data rules under the ''the Belt and Road'' initiative and the concept of the data security community. By drawing on the data rules in other bilateral and regional agreements, combining the concept of the data security community and the development status of ''the Belt and Road'' members, put forward suggestions for improvement: Under the national dimension, add ''traceability'', storage and confidentiality clauses for government procurement data, and develop security rules in data exchange; Under the people dimension, set general personal data protection clauses 'and adopt classified protection rules; Under the subjective dimension, strengthen trust, confidence, participation, notification and relief rules to enhance people's sense of data security; Under the tool dimension, establish a conditional sharing mechanism for personal biological and traffic data, and actively use data to promote regional security; Under the development dimension, adopt the government data openness and data inclusion clauses, and appropriately limit the application of exception clauses. |
