In 2003, South Korea promulgated the '' Korean Medicine and Pharmaceutics Promotion Act '' which laid the foundation of law for the five-year '' Comprehensive Plan to Foster Korean Medicine and Pharmaceutics (hereinafter referred to as the ''Comprehensive Plan'')'', and completed the administration of ''Korean Medicine and Pharmaceutics Development Deliberation Committee '' through the '' Korean Medicine and Pharmaceutics Promotion Enforcement Decree''. Since 2006, the Ministry of Health and Welfare of South Korea has implemented three phases of the Comprehensive Plan, and announced the fourth phase of the Comprehensive Plan in 2021. The first to third phases of the Comprehensive Plan gradually improved the legal framework of Korean medicine and pharmaceutics (hereinafter referred to as''KMP''), established infrastructure, and laid foundation and system of policy. And many achievements in Korean medical services, Herbal medicine quality, KMP industry, KMP research and development, KMP international competitiveness have completed. The achievements in Korean medical services mainly include the establishment of the basic construction, the improvement of the scientific and credibility, the enhancement of quality and indemnificatory of Korean medical services, and the enhancement of the functions and roles of the KMP. The achievements in herbal medicine quality mainly include the improvement of the standards and regulations, the enhancement of distrubtion system of herbal medicine, the cultivation and protection of herbal preparations. The achievements in KMP industry mainly include assisting local governments to develop local KMP industry clusters, and the establishment and expansion of KMP wide-area clusters. The achievements in KMP research and development mainly include the researches of the Ministry of Health and Welfare, the Ministry of Science and ICT, Korea Institute of Oriental Medicine, and the support of KMP research centers. The achievements in KMP international competitiveness mainly include the improvement of the organization function of the ''National Institute for Korean Medicine Development'', the informationization of KMP knowledge, and the promotion of the international exchange of KMP. The fourth phase of the Comprehensive Plan has four goals: ''Promoting the health and well-being of local areas based on KMP'', ''Improving the medical utilization system of KMP'', ''Innovating of the KMP industry'', and ''Improving the global competitiveness of KMP''. By strengthening the primary medical and public health services of Korean medicine, expanding KMP coverage, strengthening the life-cycle risk management system of Korean Pharmaceutics, strengthening the research of KMP in chronic diseases, aging-associated diseases, and emerging infectious diseases, supporting big data and artificial intelligence research and development in KMP, establishing aglobal network of KMP and other measures to develop Comprehensive Plan goal. According to the results of the Comprehensive Plan, it is recommended to refer to the KMP development past budgets for Taiwan’s Chinese medicine and pharmacy (hereinafter referred to as''TMP'') development funds, establish and improve TMP statistics system, research and analyze the KMP development achievements which including KMP infrastructure (e.g. Oriental Medicine Advanced Searching Integrated System), KMP standards (e.g GAP standard cultivation techniques in medicinal crops), and special measures of KMP (e.g KMP industry cluster). And the fourth phase of the Comprehensive Plan will develop policies such as KMP home health care, premium herb, herbal medicine safety assessment and side-effect monitoring, hospital and out-of-hospital decoction room management, KMP innovative technology development projects, etc. It is recommended that research relevant results and policy to establish the medium-term and long-term plans which meets the current situation and development needs of TMP. This case presents a64-year-old male with hydrocele caused by heart failure successfully treated with combination of Chinese and Western medicine. He was admitted to Kaohsiung Municipal Ta-Tung Hospital due to heart failure related with pulmonary edema, and was discharged after treatment one month ago. He was again admitted to the emergency department of Kaohsiung Municipal Ta-Tung Hospital 10 days ago due to sudden onset of hydrocele and bilateral lower limb edema after consuming alarge amount of ice cold beverages, and he was diagnoses as (1) heart failure (2) edema (scrotum and lower limbs). After treated with diuretics, lower limb edema was completely alleviated, while hydrocele was remitted by half. However, he suffered from chest tightness, dyspnea, and hypodynamia, which might be the side effects of previous treatments. He thus seeked for Chinese medicine treatment. According to traditional Chinese medicine pattern identification, he is recognized as cold fluid retention and heart-spleen-kidney yang deficiency and is diagnosis as“hydrocele”at the same time. The traditional Chinese medicine prescriptions are Zhen-Wu Tang and Ba-Wei-Di-Huang Wan with modification. After one-week treatment, the patient reached near-complete symptom remission. And the hydrocele with 10% left after 3weeks. His condition was well-controlled without relapse in five-month follow-ups by telephone interview. The International Classification of Diseases is astandardized system that categorizes existing diseases. In 2008, The World Health Organization decided to include Traditional Medicine in Chapter 26,“Supplementary Chapter Traditional Medicine Conditions”, of ICD-11. This article provides acomprehensive introduction to this ICD chapter, and further analyzes future influences it can have in the field of Chinese medicine in Taiwan through the integration of various research regarding terminology and disease classification, so that the medical field in Taiwan can implement this system to clinical and research purposes more efficiently once it is applicable. After COVID-19 infection, various post-illness symptoms may arise, and persistent cough is acommon complaint in traditional Chinese medicine outpatient clinics during the pandemic. The invasion of damp-heat pathogenic factors through the oral and nasal passages primarily affects the delicate lung organ, leading to lung qi dysfunction and upward rebellion of lung qi, resulting in symptoms such as cough, chest tightness, and wheezing. Apart from traditional Chinese medicine syndrome differentiation based on Zang-Fu organs or the Eight Principles, consideration must also be given to whether the lungs themselves have suffered viral infection-induced damage or structural changes. The formation of bronchiectasis is influenced by certain diseases that affect the respiratory tract's mucociliary clearance and immune function, leading to abnormal airway structure, impaired mucus clearance, and decreased lung function. In this article, we present acase study of afemale patient diagnosed with bronchiectasis after experiencing persistent cough for over six months following aconfirmed COVID-19 infection. We retrospectively review the process of combined traditional Chinese and Western medicine treatment and discuss the importance of lung function and imaging examinations.
