恐怖主義對國際社會影響很深，在各種類型的恐怖主義中，國家恐怖主義比起其他非國家恐怖主義是最可怕的類型，根本影響了人民對國家的服從與忠誠。在這篇論文中，本文將主要檢視重視國家地位與功能的新共和主義，去看新共和主義者可否確實面對國家恐怖主義的挑戰。本文認為，以Philip Pettit為首的新共和主義輕忽了國家恐怖主義，以致於他們無法清楚說明與有效解決國家恐怖主義的問題。新共和主義者在這項議題上努力追求免受他人宰制的目標終究無法實現。因此，我們預期未來人類需要繼續忍受恐怖主義的威脅，且無法避免。

Terrorism has a deep impact on international society. Among all forms of terrorism, state terrorism is the most terrifying one, essentially influencing the obedience and loyalty of the people. In this paper, we will mainly examine neo-republicanism, which values the status and functions of the state, to see whether the neo-republicans can meet the challenge of state terrorism. My claim is that neo-republicanism, primarily led by Philip Pettit, ignores the relevant issues of state terrorism, so it cannot clearly explain and resolve the problems of state terrorism effectively. This results in failure by neo-republicans when pursuing the goal of non-domination on this issue. Therefore, we can predict that the future of the human race will still unavoidably bear the threat of terrorism.
