在政府的努力之下,國內中小學就學階段的中輟復學執行情形,成效卓著,整體的復學率甚至超過85%。然而,距離「零中輟」的目標,尚有努力的空間。因此,本研究從法規的發展沿革、歷年推動情形進行論述,並透過新北市一位駐校社工執行業務經驗訪談,探究法規內容與實際推動之差距。結果發現:相關人員依法通報需更積極熱忱;家庭失能導致中輟,需有更妥適的規範與協助;復學輔導策略需更加彈性適性與多元;督導考評需實質且能分享;中輟工作原則需能滾動修正等,如此將讓中輟復學的成效更加卓越。
英文摘要
The resumption rate of dropout students in elementary schools and junior high schools has significant result by our government’s effort. The overall resumption rate is even more than 85 percent. However, there is still room for efforts to reach the goal of ''zero dropout''. Therefore, this study discusses the development of the law and its promotion over the years, and through an interview with a school social worker in New Taipei City to investigate the gap between the law and the actual promotion. It was found that: Relevant personnel must be more enthusiastic and positive in notifying dropouts to administration by law ; family incapacity causes dropouts, need to have more appropriate regulation and assistance; recovery counseling strategies need to be more flexible, appropriate and diversified; supervision and evaluation need to be substantive and shareable; The principle of handling dropout work has to be adjustable accordingly to deal with different situations. Hence, this will make the result more extraordinary.
