為把握科技進步而帶來的國家發展機會及因應各種挑戰，本計畫設定「擁抱數位未來，打造開放與創新的智慧政府」為願景，強調政府必須迎接數位時代，預設以數位化方式營運政府各項業務，並且以開放透明的施政作為及積極創新的服務精神，打造資料友善環境，加速落實智慧政府。

To take advantage of the national development opportunities brought by technology and respond to various challenge, this program's vision is to ''embrace a digital future, build an open and innovative smart government'', emphasizing that the government must embrace the digital era by digitizing various government services and, with an open and transparent administration approach and a proactive and innovative service spirit, creating an environment where data is easy to access and accelerating the implementation of smart government.
