為啟動我國綠能產業發展，行政院2010年將投入新台幣454億元推動能源、綠色旗艦計畫，以台灣IT、半導體、平面顯示器、機電、金屬、複合材料等產業基礎，切入具有潛力的綠能產業，帶動國內低碳產業發展，並提撥10%的公共建設預算，落實綠色內涵之設施與工法，達到節能減碳與擴大內需兼顧活絡本土產業的多重目標。

The Executive Yuan plans to give the development of Taiwan's greenenergy industry a boost by investing NT$45.4 billion in energy and ''green flagship'' projects this year. The projects are designed to build on the foundation of the island's IT, semiconductor, flatpanel display, elect romechanical , metal s , and compos i te mater ial s industries, add green-energy industries with potential for development, and stimulate the development of domestic low-carbon industries. The plans also call for the allocation of 10% of the public construction budget for spending on ''green'' facilities and construction methods, thereby achieving the targets of energy conservation, carbon reduction, and expansion of domestic demand while also focusing on the revitalization of native industries.
