為協助企業延攬人才，行政院經濟建設委員會胡主任委員勝正日前召開跨部會協商會議，決議請經濟部儘快研修相關法規，開放符合一定條件的企業、經濟部所屬財團法人、以及3大外僑商會（歐洲商務協會、台北市美國商會、及日僑工商會）均得申請外國籍學生來華實習。這項決議獲得在台外商團體高度肯定，經濟部投資審議委員會隨即於5月25日發布「企業及法人申請外國籍學生來中華民國實習要點」。

In responding to a recent cross-ministerial meeting of assisting enterprises in recruiting personnel called by Chairperson Hu Sheng-cheng of the Council for Economic Planning and Development (CEPD), the Ministry of Economic Affairs (MOEA) promulgated the Guidelines for Application by Enterprises and Juridical Persons for Students to Come to Taiwan as Interns on May 25, permitting enterprises and juridical persons that meet certain conditions, corporate bodies under the MOEA, and the European, American, and Japanese chambers of commerce to invite foreign students to serve as interns in Taiwan.
