行政院長謝長廷於3月14日財經會報中，作出多項重大政策裁示，包括「8年8百億水患整治計畫」，期將80年預算才能完成的水患整治，提前於8年內完成。同時也將推動「新興產業發展計畫」，選定汽車、面板及寬頻等新興產業為重點發展產業，以擴大內需，提升經濟成長。

At a meeting of the Executive Yuan on March 14, Premier Frank Hsieh directed the adoption of an NT$80 billion program to speed up the work of flood prevention. At the same time he gave instructions to implement the Emerging Industries Development Plan, which pinpoints automobiles, panels, and broadband as key industries for development with the aim of expanding domestic demand and strengthening economic growth.
