行政院會於93年12月22日通過「新世紀第二期國家建設計畫（民國94至97年四年計畫暨民國104年展望）」，將以建設台灣為富人文特色的綠色矽島為目標，於10年後將台灣每人名目國內生產毛額(GDP)推增1倍，達到每人每年新台幣87.5萬元（約2萬7千美元）（詳附表1）。

The Executive Yuan passed the“Second- Phase National Development Plan in the New Century—Four Year Plan for 2005- 2008 and Outlook for 2015”on Dec. 22, 2004, targeting the development of Taiwan into a“green silicon island”rich in culture. The plan also aims to double nominal per-capita gross domestic product (GDP) within 10 years, to NT$875,000 (approximately US$27,000) (see Table 1).
