行政院為加速產業轉型及創造就業機會，決定秉持「開放、競爭」模式，推動發展12項服務產業。相關部會正全力建構與國際接軌的法規制度、培育創新優質的人力資源、及營造企業全球布局所需要的運籌環境。

The Executive Yuan has decided to boost Taiwan’s economic transition and generate more jobs by promoting the development of 12 types of services on the model of openness and competition. Related ministries and commissions will do their utmost to build up a regulatory system that conforms to international practice, develop high-quality human resources, and create the logistics environment that companies need for global deployment.
