根據美國商業軟體聯盟(Business Software Alliance, BSA)公布第8屆全球軟體盜版硏究報告顯示，台灣2002年商業軟體盜版率較1994年下滑29個百分點，顯示台灣政府近年來致力智慧財產權保護所作的各項努力已獲肯定（詳附表）。

The eighth survey of global software piracy carried out by the International Planning and Research Corp. (IPR) on behalf of the Business Software Alliance (BSA) shows that the rate of software piracy in Taiwan dropped 29 percentage points from 1994 to 2002, providing an index of the success of the government's efforts to protect intellectual property rights (see Table). The survey covered six major regions around the world and involved 26 categories of business software.
