Discussion on the Current Situation and Development of the Monument Preservation System - Observation from the Designation of Monuments

本研究旨在探討現行古蹟保存實施問題與困境，以及如何平衡古蹟保存與城市發展之關係，提高公眾參與及文化多元性實現，提出適當之政策建議。研究發現，古蹟保存制度在實施過程中面臨多種問題，例如制度之適用性及可操作性不足、文化保護與城市發展之衝突等。為解決這些問題，本研究提出政策建議：強化制度適用性及可操作性、考慮文化保護與城市發展之間的整合性、提升公眾參與以及文化多元性的實現。本研究的貢獻在於為古蹟保存制度的實施提供具體政策建議，期能夠有效解決古蹟保存的問題，維護文化遺產之延續。

This study aims to explore the problems and difficulties in the implementation of the preservation of ancient monuments, how to balance the relationship between cultural protection and urban development, improve public participation and realize cultural diversity, and then put forward corresponding policy recommendations. The study found that the historic site preservation system faces many problems in the implementation process, such as insufficient applicability and operability of the system, conflicts between cultural protection and urban development, etc. In order to solve these problems, this study puts forward policy suggestions: strengthen the applicability and operability of the system, consider the integration of cultural protection and urban development, and enhance public participation and the realization of cultural diversity. The contribution of this study is to provide specific policy recommendations for the implementation of the monument preservation system, in order to effectively solve the problem of monument preservation and maintain the continuation of cultural heritage.
