輕兵器射擊訓練之風險管理研究──以台南機場為例

Research on Risk Management of Light Weapon Shooting Training－A Case Study of Tainan Airport

本研究探討台南機場作戰隊輕兵器射擊訓練之風險管理，運用作業風險管理整合套裝軟體(Operational Risk Management Integration Tool, ORMIT)之危險識別、風險評估、分析風險控制、風險控制決策、執行風險控制與督導與檢討等六步驟，執行輕兵器射擊訓練之風險管理，藉以查掘人員、槍械、環境、任務及管理之風險所擬風險管理具體作法，降低輕兵器射擊訓練危安事件產生，確保所有人員在執行輕兵器射擊訓練時，能在正確無誤且安全無虞的狀況下運行。
研究結果顯示，台南機場自2015年迄今，將作業風險管理運用在輕兵器射擊訓練，均無因流程不慎而造成危安事件。因此，運用作業風險管理確實有助於精進輕兵器射擊訓練安全，藉以降低及改善作業風險。

Operational risk management is a continual cyclic six-step process which includes risk identification, risk evaluation, risk analysis, risk decision making, implementation of risk controls, monitor and review, which results in acceptance, mitigation, or avoidance of risk. This research studies the implementation of operational risk management to light weapons shooting training in Air Force Tainan airport. Operational Risk Management Integration Tool (ORMIT) was used to evaluate, analyze and promote light weapons shooting training. The results show that promotion of operational risk management results in mitigation and avoidance of light weapons shooting training risk.
