戰機武器裝卸作業之風險管理研究──以台南空軍基地為例

Risk Management of Fighter Aircraft Weapon Loading and Unloading Operation－A Case Study of Tainan Air Force Base

本研究探討台南空軍基地戰機武器裝卸作業之風險管控，利用作業風險管理整合套裝軟體(Operational Risk Management Integration Tool, ORMIT)進行風險管理，依危險識別、風險評估、風險分析、風險控制、風險決策、風險執行與監督檢討等六個程序，對台南空軍基地戰機武器裝卸作業進行風險管理，分析相關風險並降低人員與裝備之傷亡損壞，以達到零危安事件。

This research studies the operational risk management of fighter aircraft weapon loading and unloading operation at Tainan Air Force Base. Operational risk management is a continual cyclic six-step process which includes risk identification, risk evaluation, risk analysis, risk decision making, implementation of risk controls, and monitor and review. Operational Risk Management Integration Tool (ORMIT) was used to evaluate, analyze and promote fighter aircraft weapon loading and unloading operation, and the results show that promotion of operational risk management results in mitigation and avoidance of risk.
