國土計畫法下國土復育促進地區之劃設與災害韌性規劃策略

Disaster Resilience Planning and Designating Strategies for Environmental Restoration Promotion Areas under National Spatial Planning Act

近年來我國受氣候變遷影響導致災害頻傳，因此國土計畫法已訂有國土復育專章，給予目的事業主管機關法源依據，來進行相關復育工作，以保護國土及人民生命財產之安全。本研究以災害韌性規劃為基礎，透過相關文獻與法令之回顧，盤點目前各直轄市、縣（市）國土計畫中，國土復育促進地區之劃設狀況、決議情形及未劃設緣由，並藉由焦點團體座談進行研究，考量現況已受災或具高災害潛勢之地區，如何加入災害韌性規劃，並探討未來如何與復育計畫產生連結之課題。最後就整體復育工作推動、劃設範圍、民眾溝通與參與、跨部會治理等多個面向，提出國土復育促進地區災害韌性規劃等策略，以促進復育計畫落實之可行性，並提升復育地區之災害韌性，達到永續發展之目標。

The National Spatial Planning Act has environmental restoration chapter to deal with the recent disasters influenced by climate change. The Act authorized the target agency to implement restoration tasks to protect the environment as well as the residents in the area. In the perceptive of disaster resilience, this study used literature review to know the context of related ordinances and plans as well as local National Spatial Plans to know the current condition of the environmental restoration promotion areas their relationship with disaster potential areas. This study also conducted focus group interview method to provide comprehensive strategies on environmental restoration promotion areas, including task promotion, area delineating, residential communication and involvement, inter-agency governance etc.
