空間視角下國家公園建設的制度因應和完善

The Institutional Response and Perfection of National Park Construction from the Perspective of Space

國家公園建設作爲構建國土空間保護新格局的重要舉措，集合了資源、環境、經濟、社會、人口等多重要素，引入空間視角有利于通過空間合理布局實現生態保護、綠色發展和民生改善相統一。目前，空間重叠、空間權力配置不均衡、公民空間權利不够完善等問題比較明顯，需要構建全面系統的制度體系，統籌自然生態系統完整性和周邊經濟社會發展，通過精准配置制度資源完成科學布局、系統保護、人地和諧、高效運行的建設任務。因此，基于空間視角所構建的國家公園制度體系，應當貫徹落實可持續發展理念，構建新空間觀，完善連通各環節、覆蓋各領域的全過程閉環管理的制度框架，以實現空間資源合理配置和空間權有效保障等目標。

National park construction is an important measure to build a new pattern of territorial space protection, it integrates multiple factors such as resource, environment, economy, society and population. The introduction of a spatial perspective is conducive to the unity of ecological protection, green development and improvement of people’s livelihood through rational spatial layout. At present, spatial overlap, unbalanced allocation of spatial power and inadequate spatial rights of citizens are prominent problems. It is necessary to build a comprehensive and systematic institutional system to coordinate the integrity of natural ecosystem and social development, through precise allocation of institutional resources to complete tasks about scientific layout, systematic protection, harmony relationship, and efficient operation. Therefore, the national park system constructed from the perspective of space should implement sustainable development idea, and construct a framework of closed-loop management during the whole process, in order to achieve multiple goals, such as rational allocation of space resources and effective protection of space rights.
