中國大陸的5G戰略（2018-2020）：行動戰略的觀點

The 5G Industry Development Strategy of Mainland China (2018-2020): in Andre Beaufre's Point of View

5G通信是實現數位化轉型的核心技術，未來不但資訊通信產業將進入新發展階段，最重要的是，5G通信可能帶動多種高附加價值新興產業，由此改變人類生活，並對社會產生前所未有的影響。就當前世界兩個最大強權：美國與中共而言，5G通信所具有的價值，不僅在產業與經濟發展面向上，更在總體戰略（total strategy）的制高點上。兩大強權首腦，皆曾對此發表談話，指示國家未來應對此進行的戰略配置與計畫構想的層次。值得深入研究。本文嘗試透過法國戰略家薄富爾（Andre Beaufre）提出的「行動戰略」觀點，分析中國大陸進入5G戰略的政策、總體政治路線、總體戰略路線以及戰略行動，以理解中共面對全球5G產業的行動模式。並進一步探究美國的反應，以分析中共所採取的行動是否達成目標。本研究希望能夠透過對中國大陸5G戰略之研究，理解中共處理5G爭端的行動模式，並預測中共與美國雙方5G戰略競爭的未來發展。

The 5^(th) generation of cellular technology, also well known as 5G, is the main theatre of Sino-US. trade battle. For its powerful capability in connecting all facilities which can be chained via wireless communication and internet, 5G will set the foundation of future infrastructure of human being's society, not only on economic productions and industries related, but also on how the society works globally in the coming decades, and, what most important of all, on nation security concerns those can almost decide the fate of any nation state, no matter they are now in peace or in confronting status quo. To prevent Communism China, who is for now the owner of most of 5G patents in world, sieges the controlling high position in 5G and even next generations of wireless communication tech, US. pulled the trigger on constraining Chinese Comm. firms from getting more improvement in related technology fields since 2019. Put Haw-Wei Inc., the head corporation of communication industry in Communism China, in the black list of embargoing concerned technologies and raw materials from US. and its allies, made the initial step of this ongoing war. There're tons of articles treating this important issue, though, little of writers analyze it by way of the strategic thoughts of Andre Beaufre (1902-1975). Author believes, Beaufre's enlightening ideas of war strategy, such as ＂Total Strategy of Action,＂ ＂Indirect Strategy,＂ are very helpful in unscrambling Sino-US. 5G struggles: How they came? Where they'll go? And so on. On the base of the understanding of Total Strategy of both or multi sides of 5G War, we will be clearer to find the position of Taiwan under Global Political Economy, and thus set a proper Total Strategy for our best benefit.
