近十年來(2012-2022)國民教育挑戰及重大問題分析之探究

An Exploration on the Challenges and Major Problems of Basic Education in Taiwan:2012-2022

國民教育是一切教育的基礎，亦是人才培育的根基。發展優質卓越的國民教育，確保每一位國民接受均等且具優質的教育，才能實現國民教育人才培育的目標。因此，世界先進國家紛紛致力於國民教育的革新，以提升國民教育的品質。近年來，政府透過法制面和政策面，積極處理國民教育所遭遇的問題，但面對少子化、新冠疫情（COVID-19）、全球化、科技化、教育 M 型化的衝擊甚鉅，國民教育發展過程中問題仍是無法有效解決。因此，本文除說明當前國民教育所面臨的挑戰之外，亦分析國民教育所遭遇的重大問題，包括城鄉教育資源分配不均、偏鄉學生學習表現落後等十大問題。

Basic education is the foundation of all education, and it is the cornerstone of talent cultivation. Developing high-quality and excellent basic education can ensure the quality of talent cultivation. The advanced countries in the world have devoted themselves to the innovation of basic education in order to improve the quality of basic education. In recent years, the government has been actively committed to solving the problems in basic education through the legal system and policy. However, in the face of huge impact of the low birth rate, COVID-19, globalization, technology, and M-shaped education, the problems in basic education are still unable to be effectively solved. Therefore, in addition to analyzing the current challenges faced by basic education, this paper also proposes major problems in basic education, including ten major problems such as uneven distribution of educational resources in urban and rural areas, and poor learning performance of students in remote areas, etc.
