半總統制之「擺盪」描述概念的再思考──從物理特徵、字詞使用及次類型轉換的困難談起

Reconsider the Concept of Oscillation inSemi-presidentialism--From the Perspectives of PhysicalCharacteristics and Difficulties in Diction Use andSubcategory Transition

對半總統制的描述而言，原先使用的換軌制，因非於總統制與內閣制之間的直接轉換，後續研究者便以擺盪來取代換軌制之說法。本文試圖從「擺盪」的物理特徵、字詞使用及次類型轉換時所面臨到的困難等問題談起，並以此為研究之主軸，探討「擺盪」的概念如同換軌制，不論是在理論或名詞使用上，此類限制皆有其盲點，故提出個人修正之建議。

The description of the semi-presidential system originally adopted the term“alternation.” However, because the semi-presidential system is not a direct transitionbetween the presidential system and the parliamentary system, later researchers replacedthe term “alternation” with “oscillation.” This study will address the physicalcharacteristics of “oscillation” and difficulties in its diction use and subcategorytransition. Using this as the theme of this study, this study will discuss that the conceptof oscillation is the same as alternation in that regarding both theory and the use of theterm, this kind of categorization has their blind spots. Therefore, this study will proposesuggestions for amendment.
