With the advancement and cost reduction of space technology in recent years, the development and innovation of space industry has rocketed. In addition, more countries and enterprises have invested into this field in response to climate change and the high demand for high-speed network coverage placed by COVID-19. To regulate and provide legal basis for space sector activities, Taiwan's parliament passed the 'Space Development Act' on May 31, 2021, and announced relevant regulations in January 2022. Since Taiwan is still in the initial stage of space industry development, referring to the norms and policies of leading counties and international organizations would benefit Taiwan in tackling emerging disputes related to the field and facilitating industrial development more efficiently. Therefore, this article reviews norms, guidelines and policies made by the United Kingdom, the United States, the European Union, the United Nations and the Inter-Agency Space Debris Coordination Committee, and provides recommendations on issues concerning security assurance, liability, cybersecurity, space debris mitigation and industry promotion. |
