照顧部落路難行──以原住民族長期照顧與文化安全評估為例

A Survey in Obstacles of Indigenous Long-Term Care and Cultural Safety

從2007年的長期照顧十年計畫，一直到2017年至2022年實施的長期照顧十年2.0計畫，臺灣歷經15年長期照顧服務的發展，原住民族一直在長照政策及服務中成為被排除的對象。2021年透過臺灣原住民族長期照顧服務權益促進會辦理論壇收集全台六個縣市原住民族長期照顧一線工作者的意見，整理出在原住民族長期照顧服務及文化健康站服務體系的問題，並結合文化安全評估的框架分析問題，提出反思，並提供明確的政策建議。

From the 10-year long-term care plan in 2007, to the implementation of the long-term care 2.0 policy in 2017 to 2022, Taiwan has experienced 15 years of development of long-term care service. Indigenous peoples have been excluded from long-term care policies and services. In 2021, through the forum organized by the Taiwan Indigenous Long-term Care Service Rights Promotion Association, the opinions of the indigenous long-term care workers in six counties and cities were collected. Indigenous people were faced with the several obstacles in long-term care service and indigenous cultural and health station. The study uses the framework of cultural safety assessment to analyze these issue and provided clear policy recommendations.
